Project IMPACT (Improving Management Performance and Capacity through Training and Technical Assistance) is the largest Community Development Corporation (CDC) capacity-building effort undertaken in Central Indiana.

Project IMPACT was initiated by the Indianapolis Neighborhood Housing Partnership (INHP) in response to growing concerns about the capacity of the Indianapolis CDC industry, and was designed and managed by the Development Training Institute from October 1998 through December 2000.

The primary objective of the program was to enable the 14 participating CDCs to expand their organizational capacity as measured by their ability to meet performance standards and measures established in December of 1996. A secondary goal was the overall strengthening of the community development industry in Indianapolis, resulting in increased housing production. The Center’s evaluation of the project, at the request of INHP, considered the process as well as outputs and outcomes of the intervention.
