From 1994-2003, beginning with an annotated bibliography on intergovernmental approaches to watershed management, the Center worked on development of a stormwater management guidebook for the Watershed Management Institute funded by the U.S. Environmental Protection Agency. The Internet guidebook covers essential program elements, costs, and obstacles to management of urban runoff, including several case studies that illustrate different approaches to financing management programs. The project included an annotated bibliography and guidebook, both of which are available electronically.
