Affordable Rental Housing Policy Study

The Indianapolis Neighborhood Housing Partnership and other housing and community development stakeholders engaged PPI to perform analyses to assist stakeholders in understanding the effect of Low-Income Housing Tax Credit (LIHTC) terminating compliance periods on the future of rental housing affordability. As affordable housing projects are submitted for review, the city will need to determine if affordable low-income units should be maintained in their current location, if lost units would create a negative impact, if there are locations where the market is saturated (where there is no need for affordable rental), and/or if there are other locations where affordable units are needed.
