The Victim Services Division of the Indiana Criminal Justice Institute (ICJI) manages two major federal grant programs designed to aid crime victims. One is designed for all victims of crime (VOCA, or the Victims of Crime Act). The other is the STOP (Services, Training, Officers, and Prosecutors) Violence Against Women Grant Program. This report assesses two years of STOP grants given by ICJI to Indiana subgrantees, covering two operating periods: 2005 (July 1, 2004, through June 30, 2005) and 2006 (July 1, 2005, through June 30, 2006).
