Data from the periodic surveys by the Indiana Advisory Commission on Intergovernmental Relations (IACIR) finds that Indiana Local government officials (LGOs) rate quality of services as the single most important consideration when awarding grants and contracts to nonprofits. LGOs also rated organizational capacity significantly more important than their own contract management capacity.
